The deterioration was mainly due to more pessimistic assessments of both the current situation and expectations for the next six months. While the current business situation is clearly in negative territory at -18.8 points, expectations are only slightly below the neutral line at -1.5 points.
US trade policy remains a major source of uncertainty. Although the EU Commission was able to reach a partial agreement limiting tariffs on certain product groups to 15 percent, this has done little to ease the pressure on international supply relationships. Additional tariff increases on aluminum and steel products and on components containing these materials have placed further strain on Europe.
Trade diversion effects from Asia, especially China, are also becoming increasingly noticeable. As a result of US tariffs, manufacturers there are looking for new sales markets in Europe, which is increasing import pressure on European supplier industries and leading to distortions of competition along the industrial value chain.
In Brüssel wird derzeit die Einführung eines sogenannten European Local Content diskutiert, der als Kriterium für die Teilnahme an staatlichen Förderprogrammen dienen könnte. Zwar würde diese Maßnahme die Wettbewerbsfähigkeit europäischer Wertschöpfungsketten nicht grundlegend verändern, könnte aber einen Beitrag leisten, industrielle Produktion stärker in Europa zu halten.
Für die deutsche Zulieferindustrie bleibt entscheidend, dass sich die Rahmenbedingungen für Investitionen und Beschäftigung verbessern. Ohne spürbare Entlastung bei Energiepreisen, Bürokratie und Planungssicherheit droht die fortschreitende Deindustrialisierung weiter an Dynamik zu gewinnen.
